States asked to prepare action plans on climate change

He said that a study on "impact of climate change in India" has been launched under a joint Indo-UK Research Programme to survey state-level vulnerability and adaptation assessment, linking water in agriculture and river basin, impact on health and socio-economic impact of climate extremes. In reply to another query, Ramesh said the NAPCC outlines India"s strategy of the eight national mission including energy efficiency mission. "Energy efficiency mission envisages setting norms for achieving energy efficiency under "Perform, Achieve and Trade" Scheme. Further public and private sector entitles participate in the Clean Development Mechanism (CDM) of the Kyoto Protocol which helps in reducing emissions," he added.

Dual rated dual GST
The long-awaited meeting of the Empowered Committee of State Finance Ministers (EC) was recently held in Delhi and, as was perhaps expected, the EC has come out with a recommendation on what can legitimately be called a “Dual Rated Dual GST System”. There were expectations in certain quarters that the dual GST would be a single rated one at the Federal and the State level for both goods and services. This has not been possible and the EC has now come out with a dual rate model for goods.
